模2n加与模2加相对结合律相容程度的分析

模2n加和模2加是密码算法设计中经常使用的两个编码环节,二者对于结合律的相容程度是指改变二者形成的混合等式中两个变量的运算顺序所造成的误差大小.本文研究了模2n加与模2加相对于结合律的相容程度,给出了在改变[(χ(+)y)+z]mod 2n的运算顺序时,产生的噪声函数ξ(x,y,z)=[(x(+)y)+nz](+)[x(+)(y+nz)]在各点取值的概率分布规律,以及对噪声函数所有取值点的概率值平方求和的计算公式.这些结论在区分攻击中有一定的应用价值.     

Reconsidering the Legal Equality of Combatants

ABSTRACT

The legal equality of combatants (LEC) is a fixture of international law and just war theory. Both scholars who embrace and those who reject the moral equality of combatants seem committed to the legal equality of combatants. Their reasons usually include pragmatic worries about unjust combatants committing even more harm if they were to be simply prohibited from fighting. In this article I argue that this sweeping commitment to the legal equality of combatants is mistaken and that it is often grounded in a misunderstanding of the way international law governs behavior.     

At war with social theory: Instrumental and communicative action in US military doctrine during the War on Terror

As US counterinsurgency campaigns draw to a close, doctrine for asymmetric warfare written during the War on Terror has come under heavy criticism. While many have argued that this shift to ‘winning hearts and minds’ is evidence that the United States is taking humanitarianism and nation-building seriously, others argue that a wide gap exists between US counterinsurgency doctrine and the protection of civilians afflicted by conflict. In this article, I show that the latter is true by comparing theories of instrumental and communicative action to US doctrine for operational design, stability operations, and counterinsurgency. I argue that these texts treat the people as an object to be manipulated for the achievement of pre-determined self-interested strategic goals rather than members of a community that jointly designs operations to fulfill shared objectives. However, US doctrine does contain communicative elements that, if prioritized, would better support humanitarian and state-building objectives otherwise subordinated in the War on Terror.

政治理论课的教学有效性,表现为学生具备宽阔的知识视野,在理论向生活世界的回归中培养学习政治理论的兴趣,从而达到学习的自主性和自觉性。这种状态是在课堂教学的基础上主要通过第二课堂来实现的,因此,第二课堂是政治理论教学的内在要求。其不可替代的地位表现为,它是优化知识的窗口、培养能力的平台和塑造灵魂的基地。     

Fencing the bear? Explaining US foreign policy towards Russian interventions

Despite the burgeoning literature on Russia’s renewed power politics, little attention has been paid to the fact that US reactions towards Russia’s military interventions were all but coherent. The USA has chosen weak measures in Georgia in 2008 (shaming) compared to its assertive response in Ukraine in 2014 (sanctions, hard deterrence). This article assesses the explanatory power of neorealist, liberal and constructivist theories for the variation in US reactions towards Russian interventions in Georgia and Ukraine. Our argument is that the constructivist perspective explains the cases best as it highlights the power and communality of normative assessments. The Ukraine crisis was perceived by the USA as a violation of core international norms, especially the non-use of force and the principle of territorial integrity. Relevant international norm carriers shared this assessment of the conflict. In contrast, the perception of the Georgian war centred on the issue of democracy promotion. While democracy is an important aim of US foreign policy, it does not summon the same normative importance as general principles of international law. Furthermore, the perception of the Georgian war remained contested among Western allies, which decreased the communality of the normative assessment.
